We have not heard of the terms, “special observation status”. The protocols in the SHU are such that every 30 mins a guard is supposed to conduct a round through the cell block to check on the prisoners/cells. This is unrelated to a prisoner’s psychological evaluations. Additionally, Epstein was still under psychological review, which meant he was having regular interaction with the MCC psychologist, but was under no special observation.
