According to WL he had a meeting with all of the Lieutenants assigned to him to express the fact that Epstein had to have a cell mate at all times. Yet , there was nothing written to be passed to guards or other supervisors that noted this. On the night leading into Epstein's suicide there was a "fill-in" Lt. It is not clear if that Lt. was ever given the directive that Epstein had to have a cell mate.
